It is hard to believe, as I stand in what is North Koreafs de facto embassy, in the heart of Tokyo, that the worldfs most reclusive state - and some would argue the most dangerous - is shrouded in darkness because it lacks fuel oil, while most of its 22 million people do not have enough to eat. An estimated 200,000 people living in Japan belong to the organisation, swearing allegiance to the regime in Pyongyang, encouraged to send as much hard cash as they can back to the Motherland.
