Anyone know much about the Reggae Japansplash 03?

Are the bands any good? Are there any nice shady trees to park a lazy body under? And most importantly for such an event how vigilant are the police?
Saint Bob's birthday falls in the height of summer where I come from and the police there tend to take a fairly relaxed attittude at the annual free festivals. What's it like here? Will there be that familiar aroma in the air or are the narcotics likely to be of the more discrete variety?
