Asahi: Central registry for foreigners eyed in 2007
The government plans to compile a central database of all registered foreigners by 2007, aiming to improve services to foreign residents, sources said... The move will extend to all foreign nationals who arrived in Japan in and after the 1980s, and include current addresses and duration of stay, the sources said. The central database is expected to help facilitate services for foreign residents, such as promoting language training and social insurance programs, sources said. At the same time, the information could also assist in tracking down foreigners suspected in criminal investigations...Municipal governments will be responsible only for registering and managing data on Chinese, Korean and other residents holding special long-term residency permits...more...

I think the main language training experience on offer is a stay in the pokey. I understand it is superb for brushing up your keigo.

Woh. Sounds like Buraku's influence is filtering down on a few people.:rolleyes: I doubt that the program is anything more than an attempt to hassle permanent visa holders into applying for citizenship. My biggest objection to the said database is that I very much doubt its security and doubtlessly it is just another way in which all my personal information can be mined and sold to spammers and shammers.

Personally, I think that in may ways permanent residents have more rights than Japanese; they can get out of here when the party's over and not have to clean up.;) If your Japanese and went to go to Canada to work and live legally you have no chance because you haven't attended any terrorist training camps.

I don't think there is anything sinister about wanting to centralize the data. I agree with your concern about security, though. What I find interesting is the attempt to talk up the advantages to FGs. I find most of the useful initiatives tend to be generated at a local level rather than national so this would seem to work against that.
