Driver plows into busy crosswalk in Gion district

Kyodo, Staff report
KYOTO — Three men and five women were killed and at least nine people were injured Thursday after a minivan crashed into pedestrians on a street in Kyoto's historic Gion district, police and firefighters said.

First responders: Paramedics help people injured by a rampaging minivan at a busy intersection in the historic Gion district in Higashiyama Ward, Kyoto, on Thursday. KYODO

The police confirmed the driver was among the eight fatalities. He was identified as Shingo Fujisaki, 30, from Nishikyo Ward, Kyoto....

Police are treating the accident as a case of negligent driving resulting in death and injury. They plan to autopsy the driver to determine his cause of death and mental condition at the time. Kyodo News learned from Fujisaki's family that he had a history of epilepsy. Police said they will carefully look into any link between his condition and the accident.

Okay I have a bit of a question. This is the second multiple negligant death commited a person with epilepsy driving a vehicle in the past year. Does Japan not have any rules about this? In both cases the drivers knew they had epilepsy. My brother's girlfriend suffered a grand mal while driving a car (it has her first seizure) and while they didn't charge her, they did take away her licence.

Yes, you're specifically asked if you have any condition that results in a loss of consciousness when you initially get your driver's license and at every renewal. That even includes drowsiness that causes you to fall asleep during normal waking hours.* The problem is that most people who have such conditions simply lie and answer "no" because they want their license.

I'm wondering how long it'll be before they start requiring certification from a doctor just to get a driver's license.

* I'm quite sure of this because I just renewed last Friday.

Not only does Good Friday not mean sh*t, but the license centers are open on some Sundays too, depending on where you're at!

I have an old friend who was epileptic and cannot get a licence... some rule about not having one for x amount of time...

but ya, i hope that the insurance company cover's this... or peoples gonna have a hard time burying people...

This is such a horrific accident ... so many dead ... but I can't even imagine how the responsibilities are going to be assigned in this case. If it was indeed an epileptic fit, and the driver is dead, can the family be held responsible? I can't imagine so, but of course TIJ. Absolutely no idea where this one is going.

The onus should be on clinics and hospitals to report diagnoses of epilepsy to the government, which should then rescind drivers licenses. Self reporting does not work.

Glad someone brought this up. I'm not epileptic - though I do tend to space out a lot - and wouldn't drive if I were, but Japan seems to be constantly assaulting you with visual pollution that all but dares you to have a seizure: those stupid-ass light sirens on police cars, et al, that are always on for no reason, omnipresent winkly-twinkly roadside lighting, and recently those obnoxious strobe-light-style LED bicycle lights.

Actually... Have to check the proper wording... but the road and traffic law forbid to put light or display that could be missinterpreted as traffic signs... or something...

Nothing is more annoying than those fucking fake police car lights on the Kousoku.

That just seems irresponsible.

It's bad enough there's all those flashing lights.

They need to make them pulse slowly instead of flashing. That way they'll be just as visible but less distracting.

Just came back from Kyoto. I passed the accident site along Shijo Dori and, as police usually do here when they want to pretend to be effective, they had pairs of policemen guarding both sides of the narrow sidestreets, presumeably on the lookout for anymore rogue epileptic drivers. They were very effective in creating pedestrian and traffic congestion, a condition which in general, increases the likelihood of accidents.

Don't forget the tape measures...
There are two signs of increased vigilance by Japanese authorities:
1) Get out a tape measure and measure a distance, preferably to a roadside curb; and,
2) Put on white, Mickey Mouse gloves, point your right index finger and visually scan 180 degrees while confirming with said pointed index finger.
