I need your Koban-Fu : complaining without complaining

Hi,

In France judicial system, there's a process called "main-courante" : it consists in going to a police station and notifying the police that a certain event has occurred, without actually lodging a complaint. The police will make a note of it in a ledger, and they will NOT investigate.

Have you ever heard of such a thing in Japan? Basically I just want a written document I can use later as a mean to warn someone, but I don't want the J-popo to start asking questions and calling people.

Getting the J-pols to not take any action over a complaint is pretty easy, just tell them you are a young women being stalked.

To be perfectly honest I would have as little to do with the police here as possible. Talk to your ward office if you want something noted down. Trying to use the cops as implied muscle is possibly an even worse idea than employing the yakuza.

The cops are Yakuza. Just they work for the dominant group who hapily use intimidation, violence and kidnapping to make sure our parents send us to 12 years of 'school' where we are taught that they are the good guys.

Last time I went a copper for illegally parked cars the kid came to the clinic rung mah door to ask me which car was troublesome... (I to refrain from telling him to check the law and find by himself)... Once he checked that the car was effectively illegally parked... He asked me what he wanted me to do... Once again refraining to tell him to check the law... or to burn said car he offered to put a notice with a fine...

Still a bit disturbed by the whole encounter... But to the point... You might want to ask the koban directly for advice on how to proceed with this situation detailling the french way of proceeding and the reason behind said process. Just remembering they are public servant who will do as much as possible to do as little as possible, so if they can get away with minimum paperwork, they will certainly abide...

But if I remember well from the shitload of female harrassment case leading to death. Filling a complaint don't usually trigger much reaction anyway... (the standard "we can't do anything until a law has been broken")
