Mysterio Japanese car sticker

Does this "Blue Shamrock" car sticker mean the Japanese driver is handicapped by too much Irish whiskey?

Maybe the one with the wheelchair means you are physically retarded.
The one with the shamrock means you are mentally retarded.

If you see both stickers, then stay as far away as possible.

Today I stumbled across this only-in-Japan factoid...
In June of 2002, Japan adopted the shamrock symbol to designate of handicapped parking. The Japanese logic was the international symbol of a wheelchair did not encompass all forms of disability (heart conditions, stroke, being Irish, etc).

Maybe I'm being cynical, but I can't help wondering if using shamrocks as a 'disabled' symbol and butterflies for 'hearing impaired' isn't more an attempt to keep disabilities (and the disabled) out of sight.
