However, the Metropolitan Police Department opposed the request, saying foreigners committed many crimes in that part of the capital, and an all-night club in an area full of drunk people would make Roppongi a hotbed of criminality. Velfarre rejected the police's appraisal, saying that clubs were cultural leisure facilities, had nothing to do with crime and caused no problems if they were open all night. The company intends to resubmit its application in June, when the government will again invite participants to engage in zonal reform.
