Foreign Ministry Official Runs Up 15 Million Yen Hotel Bill

An official belonging to the economics department of the Foreign Ministry apparently stayed in a central Tokyo hotel for 10 months without paying. The man apparently began living in the hotel in June of 2006 and occupied a suite with a daily charge of 52,500 yen. When he left in April of last year, he had run up a bill of 15,380,000 yen for 293 nights. When questioned about the matter, the official said that he was under the impression that he didn't have to pay. He started living at the hotel after contacting an acquaintance who ran the hotel. He then moved out when rooms became available in the staff dormitory. The hotel said that they had no special arrangement with the individual and considered his failure to pay tantamount to extortion. He has apparently now said that he accepts responsibility for the bill and will pay it off no matter how long it takes. A Ministry spokesman said that they can't comment because the matter is essentially a private one between the individual and the hotel but will investigate any breech of ethical guidelines. Asahi report in Japanese here. Edit: The Mainichi has this story in English with the details that the man is 40 years old and left his home for personal reasons. ZakZak in Japanese, says that the hotel is in Meguro ward. At 52,500 yen a night, that would probably mean somewhere like the Westin in Ebisu.

Typical bureaucrat like thinking, "I didn't think I had to pay"! I work for the gov't, I'm special! I think that is what I dislike the most about many of the public officials you have to deal with when you have any kind of dealings with the gov't.

That's why it should always be written and spoken as "public servant", not "official"! These people forget their raison d'etre.

The official is clearly mainly at fault here but the hotel must bear some of the blame. They have said that they regularly had government guests but admit that no-one had stayed for as long as this bloke. Nevertheless, they assumed that the ministry was picking up his tab and allowed the bloke to check out while they submitted his bill later. If they had been working on the assumption that the guy was paying personally, they would not have let the bill accumulate for 10 months. During the man's ten month stay, the hotel would have had at least one full term or half term book closing and they wouldn't have rolled over the account for an individual. The hotel says it "trusted" the Ministry but, even if they took the guy's word that it would be paying, they were negligent in not confirming that or looking for the account to be cleared earlier when they saw the bill mounting up.

Most hotels force the customer to pay once their bill reaches a certain threshold - mainly to avoid situations like this. They typically don't leave bills rack up like this unless they're careless.

What seemed like a story about a ministry official who used his official position to take advantage of a hotel looks like it has a different explanation. Here's Road to the Deep East:

...Dewi Sukarno, the one of 4 wives of former Indonesian leader Sukarno revealed the truth hidden behind the scene (Japanese article from her blog). According to her blog, this official and the FEMALE president of the hotel had been in a man-woman relationship for 6 or 7 years. And although media reports as if the official stayed at the hotel alone, actually, he just had a date with this manager in her hotel. This female president, 43 years old, is also known as a Japanese supporter of former Peruvian president, Alberto Fujimori. And when Fujimori ran for the Diet last summer, she told about the relationship to Dewi, who was also the supporter of Fujimori. She said she loves the official very much and he is the only person she loves in the rest of her life. However, the official had already married. she persuade him to separate with his wife, but she couldn't, and he left from her.

So, Dewi concludes this is the conspiracy of this female president to insult and kill him socially. She guesses that the official thought he didn't have to pay the bill because he just met his girlfriend at the hotel she owns. In the end of the article, Dewi also reveal the mystery of this female president and her connection with Japanese darkside. The ex-president of the hotel group is missing after he left a bloodstain in his house, and she became the president after she slept with the boss of 'outlaw' group. She evade 500 million yens tax for Fujimori. Her friend was murdered, and her body guard is in a jail. Devi also assume that this connection with Japanese black market might help her to put her conspiracy and revenge into practice.

Indeed, the name of the hotel had been concealed until this Dewi Sukarno's prosecution. All Japanese misunderstood that the official is just a sloppy and nasty guy, and never thought this is a part of the sex scandal of a government official and a successful female entrepreneur. I'm not sure how many percent of the truth this article includes , but it's sure the original scandal of the government official is not the simple story as we assumed. If without Dewi Sukarno, Japanese society would overlook the truth hidden by the darkness of Japanese society again. And this makes me shiver when I think how many Japanese talented people are killed socially in Japanese modern history like this. Japanese society is deeper and darker than we'd thought.


[floatl]Image[/floatl]Captain Japan came across Satomi Kataoka when he did his piece on Fujimori because he was staying at The Hotel Princess Garden when in Japan and she was also said to be his girlfriend (Fujimori, not the Captain). The hotel has an address in Shinagawa-ku but it is only a few minutes from Meguro Station and it does indeed advertise semi-suite rooms at 52,500 yen. Having seen the hotel, I can't imagine anyone would pay that price so you have to think the tariff has been juiced up. Dewi makes the same point and observes that the hotel's main customers are "groups of middle school pupils".

Kataoka has apparently telephoned Dewi Sukarno and told her that the man she loved at the ministry and the hotel squatter are different people.

Road to the Deep East spotted this too:
...Although Dewi Sukarno updated her blog and added that there was a call from the president, she hasn't changed even single word in the original article. She just says, 'the president explained such.' There is still the shocking and sensational sentences which suggests the president's mysterious connection with yakuza. So, I think she is implying that the president is telling a lie, and she has a confidence on what she said, .

And some people who knew about this leakage on the Web are collecting more detailed information of the female president and her connection with black market. And these rumors tell the dark side of this this story

  • The president was the person who engaged with Alberto Fujimori.
  • Her former sponsor and the ex-owner of the hotel is a famous Japanese-Korean rightest. And she has still the connection with the boss of a yakuza group.
  • The president herself is also the rightest, and has published two books on nationalism.
  • Her friend, who as a opera singer, was killed by her driver. And this person has been already sentenced imprisonment for life after a short trial.
  • At leased, two persons died around this hotel mysteriously in 5 years after she became the president. One of them was a member of the Self-Defense Forces.
... and so on. It's like a plot of a paperback detective story.

Of course, these are just rumors at this point. But it's sure this scandal is not the story of a government official who cheated an innocent hotel owner as media reported until last week. At least, it is the battle between Foreign Ministry and a rightist, who loved at least ONE official from the Ministry (refer to what she said to Dewi.) This scandal and Dewi's leakage seems to be a good slit to get a look at the true system of Japanese society. It's too sad there are no samurais who have enough courage to fight against this darkness of Japanese society among Japanese journalists.

Mrs. Dewi 'threw vase at right-wing sound truck'

TV personality Dewi Sukarno allegedly threw a vase at a right-wing group's sound truck when it parked next to her house in Shibuya Ward, Tokyo, on Sunday, police said.

According to a senior police official, the group was protesting against remarks Sukarno made regarding North Korea's missile launch two weeks ago.

The incident occurred at about 9:30 a.m. when Dewi, the widow of former Indonesian President Sukarno, who is known as Mrs. Dewi, allegedly hurled a vase at the group's sound truck from the second floor of her house. She then argued with a member of the group, reportedly in his 20s. The man also knocked a camera out of Sukarno's hand, the police official said.

In a gazette distributed among North Korean residents living in Japan, Sukarno wrote that North Korea launched a satellite on April 5, not a missile, as countries, including Japan, have said.

The police were gathering information from both parties.
