If memory serves, it is a Meiji/Taisho adaptation or fashion, which could put it in the colonial era, so perhaps it was an adapted reverse import from The Kolony???? Definitely Japanese in adaptation and aesthetics, though.
From the looks of it, it is workwear or office wear, if you will. I was never a big fan of the super high waist idea, but those ankles really are quite something.

Actually that truck normally lives at the Toyota museum in Nagoya. A very trim young lady in something a bit like a 60's airhostess uniform showed it off to me once.
