Yeah, the guv never actually came out and said he was anti-base and only hinted that privately he preferred the base be moved out of the prefecture. He was much more nuanced and agile than his predecessor, who had no plan other than get rid of the base(s). Economically there is just nothing other than gomen money and whatever construction comes from it. The prefectural gov actually published somewhere a pie-in-the-sky plan to redevelop Futenma, but other than some nice pictures and labels there was no actual way to do it other than to beg more gomen yen.

She was at my urologist just before so I was able to stretch around and look at the doctor's screen to read her chart*: "Gram-negative intracellular diplococci are present" (aka gonorrhea).

*Gaijin cannot read Japanese so it is ok to leave pages
open on the computer in their presence.
