It is only a guess but you might find you need to front up in person next time: 10 years is about as long as they like to reuse photo identification for.
I go in early when I predict that I won't be back before the next renewal and let them take a photo in advance.
And your three year license renewal here is only because you keep getting caught! Hopefully none of my naughty deeds will be discovered and I will be able to get back to a gold license again next time.

I think in WA it's OK to continually renew online if you live in state but if you're out of state they want you to show up in person every other time. I'm not sure what the logic is though.
At least in Tokyo you can renew your license on Sundays so I don't know how good of an excuse that is for the black-suited drones.
