Why is it OK to impose a cost burden on new structures and not existing ones? Making a new building handicap accessible can definitely raise the cost of construction. There's obviously a fine line and in cramped cities like Tokyo and NYC a lot of buildings can't be retrofit. However if a business moves into an existing structure and does major reconstruction to achieve the look they want, it seems reasonable to require them to include accessibility in their building plan.
