A local agent (it was a friend of ours ... small community) brought the form to our house. When I say "form," it was basically a piece of paper with a registration code and a password printed on it that you used when going online, plus a single-fold brochure explaining the procedure. Apparently that form should be handed to you in person (for somewhat obvious reasons) by whoever your local census agent is.
You might want to check online to see what the situation is.

There's the problem. My building doesn't have an intercom so without a phone number there would be no way for a census worker to contact me. I guess a number of households in my "mansion" won't be counted.
