We are talking here about a solution for Japan. Apparently there are insufficient daycare centers here, let alone affordable ones. In any case, there are great variations in day care centers in the western world.

Someone born into a poor family is not necessary stupid, and neither is the opposite true. Imagine that medical education would be available to people of poor parents, then talent and ability rather than money would decide who would become a medical doctor. It certainly would not be bad for Japan.
