When mobile phone networks are congested, the phone companies give priority to certain phones. These are allocated to police, emergency service workers and also Diet members and make up about 5% of the total number of phones in circulation.

Some are now calling for an investigation into how the latter group have used their privileges. Rumours abound that one Diet member called his mistress to make sure she was OK while others are thought to have arranged for petrol purchases or sought to arrange other personal gains instead of attending to the affairs of state.

The network operators say they are not aware of any unsuitable use of priority numbers but one journalist says he has heard stories before of politicians using these phones to get through congested lines to book hard-to-get tickets.
