China has some of the best rowers in the world and they don't look especially tall. Certainly not by comparison with the rowers you see in the West. They started putting resources into the sport in 2001 which really bore fruit in 2008. Japan would be working against the clock even if the JOC was able to establish the right performance, conditioning and selection environment.
