However, he has been hitting a Japanese message about "CALLER ID (186 code)". Is this a get-rid-of-old-boyfriend, call-blocking code?

Get rid of the first 0 and try dialing 90-4811 xxxx.

His phone is probably set up incorrectly where his number is being blocked [184/186 (Iyayo)]. He would either have to dial 186 before the number but then you said he was in HK so this might not work overseas. One other option is that he needs to reset his network settings so that his number will show on the other person's phone.

I'm sure the keitai goddess will reply with the same answer as above.
