I've never seen anything quite that bad but I did see a lady berating and violently shaking a kid who looked to be about 4 or 5 years old in Shinjuku once. My instinct told me to step in and I almost did but then by brain took over and I realized there was no way that was going to end well for me or the kid. Best case scenario the cops come, tell her to stop, tell me to mind my own business, and the kid gets it even worse for being meiwaku when he gets home.
