I think you might be right...
IIRC, all the Left Coast Japanese/Japanese-Americans were interred, and many of those in the Western US were put in the camps, too. Those east of the Mississippi largely stayed on the outside. Very few residing in Hawaii were interred, but think they may have been under martial law during the war.
