Why when a dog bite is it put to death while this piece of shit of human ersatz is kept alive ?

(hates monkey... insecurity and stuff... would rather deal with giant spiders and roaches...)

Apparently the circumstances of the monkey's arrest were somewhat suspicious. It is believed there may have been accomplices. A pheasant and a dog were seen fleeing the scene, both also carrying kibidango and heading in the direction of Onigashima.

It is also believed that there may be a "string puller" involved. The police have released this sketch of the suspect:

The bag on the suspect's belt may contain more kibidango, which the suspect is said to have purchased from a foreigner in Roppongi.
