You are probably fine, though I could imagine that a Tsunami entering the Seto Inland Sea from the south could cause havoc in the east part of Kobe. Kochi and Wakayama are considered high-risk for Tsunami, so Kobe might get some of it too.
Sannomiya lies actually quite low. I remember that it was pretty much flooded from the sea during a Typhoon a couple of years ago.
More to the west it should be safer against Tsunami, because there is only the narrow (5km wide) Akashi strait through which it can pass.
Anyway, important is also the depth of the sea before the coast, and I do not know enough about that to make a proper judgment of the risks.
