Another thing that surprised me about all of this is that the police have a special team to handle celebrities.
I think the idea is that celebs are opinion-leaders who have a large impact on society, so if one of 'em gets out of line they come down on them harder than they would on Average Joe. Celebs make great examples.

Bingo. They got wind he was using and wanted to parade him around to scare people away from using drugs. Meanwhile people can go on TV and brag about how much they drink and everyone thinks it's "Sugoiiiiii!" I remember seeing a show one time that followed Mino Monta to some of his favorite drinking spots and he claimed to drink some ridiculous amount every day. Everyone on the panel thought it was so cool and hilarious. No one suggested he might have a drinking problem.
