I suspect the people with enough power to be able to prompt the police for such an alleged offence (and one directed at a ketou) are not the type of people who normally ride the Musashino Line.
(Behaving for the public good seems uncommon in Japan, anyway. Barely an hour ago, I noticed a guy stumble and fall heavily down some stairs at a station. Dozens of people saw what happened and only one other stopped before I got there. It was appalling, but fortunately the bloke seemed to be all right and brushed off help).
