Two recent ICBM launches by North Korea prompted a call for action by many UN members.
With 15 votes in favor, Resolution 2371 was passed unanimously.
The resolution targets North Korea's primary exports, including coal, iron, iron ore, lead, lead ore and seafood. The sanctions also target other revenue streams, such as banks and joint ventures with foreign companies.
The sanctions will slash North Korea's annual export revenue of $3 billion by more than a third, according to a statement from Haley's office.
The resolution represents "the strongest sanctions ever imposed in response to a ballistic missile test," the statement said.

North Korea launches missile over Japan
CNN Updated 8:18 Am, September 15, 2017
---First missile launch since September 3 nuclear test
---Alert warnings set off in northern Japan
(CNN)North Korea has fired a ballistic missile over northern Japan for the second time in less than a month, South Korea's Joint Chiefs of Staff said Friday.
The unidentified ballistic missile was launched from the district of Sunan in the North Korean capital of Pyongyang, home to the country's main airport, the South Korean military said.
The missile flew about 3,700 kilometers (2,300 miles) and reached an altitude of 770 kilometers (480) miles. It landed in the Pacific Ocean, South Korea said.
The US Pacific Command said its initial assessment indicated that North Korea had fired an intermediate-range ballistic missile. There were conflicting reports from Japan on the type of missile fired, though the government stressed that analysis was ongoing.

The Korean original statement said "늙다리 미치광이," literally meaning 'old beast lunatic' which was translated into "dotard."

Frack, I was one of those who searched for this word...
Earlier in the week, Best Korea compared Trump's speech to the "twitching of a dog licking its flea-riddled scrotum". How colorful, that language. Methinks they deserve the IgNoble Literature Prize for this.
As an aside, I've never seen the twitching of a dog licking its flea-riddled scrotum, but apparently many Best Koreans are familiar with it. Any guesses how this looks like?

For certainly, old dotard, by your leave,
You shall have cunt all right enough at eve.
I come not to call pity from your heart,
Like some white-liver’d dotard that would part
Else from his slippery soul with a faint groan,
The throne a bigot keep, a genius quit,*
Faithless thro' piety, and dup'd thro' wit?
Europe a woman, child, or dotard rule,
And just her wisest monarch made a fool?
Of life's uneasy game the stake,
Playthings that keep the eyes awake
Of drowsy, dotard Time;--
O care! O guilt!--O vales and plains,
Here, 'mid his own unvexed domains,
A Genius dwells, that can subdue
At once all memory of You,--
'But I say to thee, Gandalf Mithrandir, I will not be thy tool! I am Steward of the House of Anárion. I will not step down to be the dotard chamberlain of an upstart. Even were his claim proved to me, still he comes but of the line of Isildur. I will not bow to such a one, last of a ragged house long bereft of lordship and dignity.'

All contemporary stuff eh? OK, so an archaic medical/literary term as beloved of dictionary compilers in this part of the world and North Korean translators that somehow resonates. I still think they just got lucky rather than were clever.
