Arrested without being charged, not prosecuted but informally prosecuted? Sounds like he eventually paid the previous girl off to drop the claim, no claim, no crime right? ...so no criminal charges to blame the employer for ignoring/not investigating. Arrests alone don't equal guilt/prosecution. At least he wasn't savvy enough to give the standard "I cannot recall" excuse. Guy sounds like a major creep.

I used to drink with a guy that worked in the office of one of those big eikaiwa companies and the stores he had were just fucking insane. Teachers knocking up high school students was so common that they had a standard procedure for it. They would pay off the parents a few million yen and move the teacher to another prefecture. Apparently, all the companies that do eikaiwa, juku and ALT have a bunch of money set aside just for this purpose.

I'm afraid your drinking buddy was blowing a great deal of smoke up your ass. Think about it - Would it really be possible? Would people not gossip? Would parents just accept that a few million Yen was all that was necessary? It happens only very rarely and when it does happen it's a big deal involving a lot more than a transfer to another prefecture for the perp and a little raid on the petty cash tin.

Most high school girls are of legal age. In Tokyo it's 16, in some other prefectures it's 12. The guy can only get in trouble if the parents press charges, it's not rape or statutory rape which is why they are calling it "sexual abuse". Its a legal grey area. If it were really a problem there would be millions of Japanese guys arrested every year for being customers of the JK businesses that are literally fucking everywhere.

Law is law. This is something that modern Japan is severely struggling with. It took six years for the courts to even begin to uphold 200+ year old civil laws regarding corporate and governmental negligence in the Fukushima fuck up.
