Hmm, we wouldn't have to follow astronomical figures any longer. Where the sun is and what it does is specialist knowledge that only farmers and photogrphers etc need. A typical salariman, banker or english teacher doesn't need to go to sleep / rise with the chickens.
So we could arbitrarily decide, how long 1 second is. Maybe we cut a slice of the most beautiful quartz we can find, consider it "the definite time thing" and then 1 million of its oscillations is 1 new second. Just a thought.
Cooking books would have to be rewritten, though, for the time in the oven etc.

Exactly as you would expect. 昭和68年=西暦1993年=平成5年
And this was so, even though the event precipitating the change in regnal name was unpredictable as to timing and it would have been inauspicious to make obvious preparations for it. It will certainly be easier this time, and if there is going to be a new Emperor's birthday holiday the printed calendars will be able to include it in advance (23 February, if you want to plan your skiing holiday ahead of time).
