Via Japan Inc magazine, General Edition Sunday, October 3, 2004 Issue No. 297
The Ministry of Internal Affairs and Communications will close a tax loophole that let people avoid paying their local residence tax ("Juminzei"). The current regulations allow those workers not employed as of January 1st each year to not have to pay the 10% (approx.) tax. However, with such a large number of people now working part-time and freelance, the number of jobs starting on January 2nd or 3rd was rampant.
