The metropolitan government plans to build a main stadium in Yoyogi Park that would host the Games' opening ceremony and track and field events. The stadium will be designed to seat 100,000 spectators.
An athletes village also will be built within walking distance of the stadium. The metropolitan government also is considering building the Games' swimming center in the park.
Meanwhile, the outer gardens will accommodate a new soccer stadium with a capacity of 70,000 on the current site of the National Stadium, which was built in 1958.
The metropolitan government also suggests rebuilding the Tokyo Metropolitan Gymnasium, which will host volleyball matches, while capping Jingu Stadium with a dome.
Metropolitan government officials said the primary condition for a successful Olympic bid was to have outstanding plans.
