Why car insurance is so high

Saturday I was at a students house teaching, and I parked my car in their parking lot. The father is an orthopedic surgeon, and I teach at their house about the clinic. When I came out to my car, this older lady came up to me and started to apologize to me. I thought se had made a mistake, but then she held up my license plate, and it then dawned on me what she was saying. While backing up, she had caught the front of my car with her bumper I guess. She scratched the bumper and took the license plate and holder off. I got her name and phone number and headed home. Called my insurance rep to see what to do next, he told me to take it to the dealer, which has since closed after I purchased my lovely gas guzzling Chrysler Voyager. Took it to another company that deals in imported cars, they took some pictures, and said they would get back to us.
They called a little earlier and told me that the whole bumper has to be replaced. I was checking and a new bumper for my car goes for about Y500 000. Since the accident happened in a parking lot, and I was not driving at the time, the lady's insurance is 100% responsible, so I won't be out anything, but there is no way that my car needs a new bumper. The reason the dealer told me was that they can't fix the color change from the scratch and gouge. Plus it will take about 4-5 days to fix, so I have to rent a car and the insurance will also pay for that. All for a fairly small accident.

But I think if I wanted to, my insurance would pick up the cost. Of course my premiums would also go up, so I would have tried to attach the license plate anyway I could and damn the gouge on the bumper.
But my question, should I feel guilty for this? I am feeling terribly guilty about all this expense, when I know its not necessary. I feel bad for the lady, I know she hit my car, but it was an accident, and she will be paying for it for a long time.
