The problem with chat rooms is that you already need a large user base to make them useful at all.

Everyone hates it when you stop by a chat room and you're the only active person in there at the time.

If I were you, I'd wait until your site gets ridiculous amounts of traffic to introduce a chat room

As far as the technical stuff, I think I saw some php chatrooms available on http://www.hotscripts.com

hidden locations for file downloads with trusted users would be nice. you could release video or audio that are targeted only to users over a certain amount of posts..
