Welcome to Japan!
My gaisha was vandalized three times in 11 years in Tokyo. I finally bought a Nissan and put better graphics on it.]http://www.fuckedgaijin.com/forums/images/vbimghost/129486f9962d74e2.jpg[/img]

If it was a bike rack, you might find that the spaces are already designated. There's never an excuse for puncturing tyres but, if it does happen, it's usually because someone has got angry that you are parking in their spot. Your apartment should have somewhere to leave your bike but you might need to ask your landlord where it is and whether you can use it.

If you see any of those little bike shops around when you live, pop in there, they'll usually fix a puncture pretty fast and usually pretty cheap (hopefully you don't need new tubes, they can stick you a bit more for them).

Even most gas stations can do a tube patch, but they'll usually charge more.

Assuming they didn't mess up the inner tubes, it shouldn't cost much.

It does sound like you parked in someone's spot. Some japanese (esp. salarymen) don't like change, even having to park their bike in a different spot for one night will ruin their entire month. About six months ago the smoking spot at the building that I work in was moved, only about 5 meters farther away from the door. The guys who seem to be down there every 20 minutes complained to the guards every time they walked by for about two months, some of the older ones still complain.

You should learn to fix your bike on your own, you will save your self tones of money. All the tools you need can be bought in a 100 yen shop.

oh ya. Just because there are some bikes parked somewhere doesn't mean you can park there. There always seems to be about 30 bikes infront of the no parking sign at most stations.

The little bike shops do a pro job for between 600 and 1000 yen (it's actually worth paying for a better quality job using old-fashioned vulcanization with a heat-iron). Pick a bike shop with a very old owner, they often charge 1950s prices (or pick a place with part-time college student working who might want practice his English on you).

It sounds similar to the vandalism suffered a while back by CPT Japan:
