I saw this site a few days ago and it is appalling..

there is going to be hideous letches stalking unsuspecting women with mobile phones to take photos of their asses without the curtesy of asking first..

Don't get me wrong, I like a good ass as much as the next person.... but this type of site is encouraging people to be stalkers!!

go to paris in summer and watch the tourists' upskirts watchers (pretty much everywhere there are steps, ie. everywhere)........

the good thing about this site is that in japan, people actually know what "stalking" means. hentai people who take that kind of pics here do it discreetly because they risk something if they get caught. in europe, nobody cares, yet. many people ARE stalkers already but they don't care because nobody cares... at least some people (authorities, eventually?) may become aware of such things as respect of private life (parts?) if that kind of sites spread.
