They're the "unsolved crimes".

They just assume they're committed by FG's, until proven otherwise.

Not to disparage...but they did not mention Brazilians, Iranians and Nigerians. Although the Iranians are a lot less heard off than they were a few years back.

I'm sure we'd all like to think that three years of a falling number of crimes committed by foreigners can be explained by the fact that we are all law-abiding. However, a rather unsavoury conclusion is that the police crackdown on illegal immigrants, and the increased level of surveillance of the foreign population which that entails, is continuing to bear fruit. Sure, individual policing policies often seem absurdly heavy-handed but it's difficult to understand why else crimes might have fallen while the foreign population has grown. Of course, that simple correlation shouldn't necessarily lead to the conclusion that it is the illegal immigrants themselves who are the criminals (aside, of course, from their visa violations).

It has not borne fruit so much in preventing crime but merely processed a back-log of visa violations. Now the true crime figures are starting to appear.

I remember when these figures came out last year (showing a 17% drop in foreign crime), the NPA tried to spin it by saying that the number foreign crimes had increased 20-fold in Gifu-ken and elsewhere in Chubu since 1991.

Of course, what they didn't point out is that in 1991 there were nearly zero foreigners in Chubu, and that 1991 was the last year before the Japanese-descendant immigration rules were changed to allow thousands of South Americans to come, most of whom then settled in Chubu (at Toyota, Yamaha and other companies' factory towns). So while the number of crimes increased 20x, the foreign population increased by 50x. I ranted about it on another board over here

Was anything like that added into this year's NPA report?
