Minato Ward Worried About Non-Payment of Tax by Foreign Residents

The Tokyo Shimbun reports (Japanese) that Minato ward in Tokyo is stepping up efforts to collect tax from foreign residents. The district includes Roppongi, Azabu, Shirogane, Takanawa, Mita, Akasaka etc and is home to many embassies and businesses. Foreigners comprise a little over 10% of the population of 215,055 (as of last month) but, interestingly, they contribute about 20% of total tax revenues. Around 2,000 foreigners in Minato are late-payers (which is a little under 10% of the foreigners in the ward) and the outstanding amount per head is around 50% higher than that for Japanese non-payers. The ward generally calls late-payers but now plans to introduce English speakers to also make calls to foreign residents who are behind in their payments. The article mentions that they also plan to produce more information in other languages so that residents are in no doubt about their tax paying responsibilities.

That would explain why Minato Ward is worried about foreigners not paying taxes ... as opposed to Japanese not paying taxes ... who might be more numerous and therefore a pain in the ass to chase up for the same return.

(I know that's probably unfair, but I couldn't resist.)

Is this because foreigners in Minato-ku are twice as compliant or just a lot richer? A mix of the two, I guess.

If these fucking retards would change their shitty system and actually take taxes out when people are paid like they do with national income tax they wouldn't have a problem.

I wholeheartedly agree. I'm behind on my payments after getting retrenched last year....after numerous consultations the fucktards see no reason why my monthly tax burden shouldn't be 40% of my present income because I got paid a lot more last year....
Everytime I go into the ward office I just want to throw chairs at the rows of computerless drones shuffling paper between each other.
Oh and if you can't keep up...no more health insurance.

I got nailed two years in a row since the shitty economy killed my income in 2008 and led to job loss in 2009. It's not just that you're paying last year's juminzei when your income is reduced (in theory one should have saved for that). You're also making pension and health insurance payments based on the previous year's income. Fucking retarded.

At least this year I should get a break since my juminzei and shakai hoken payments will be nothing and I should do OK financially.

It seems to depend on wether or not your company is willing to go the extra mile to file the city tax. For me, some companies took care of it and some didn't but I live in J-jersy not Tokyo. When I sign contracts with tokyo based companied I seem to get fucked by my city but if I receive income from a company in my prefecture all is good. My wife works in tokyo and her company takes care of her city tax. I say call out the salaryslaves in your accounting department and fuck with them until they do their jobs.

Jnational health/pension/scam is up to you.
