I wonder about that. I haven't heard of any local campaigns for it but I'm not so sure it's out of the question. Japan and Korea both changed their family register systems to allow sex-changes to be reflected which would have seemed unlikely too. I'd say there's more chance of it happening in an Asia country than an African or Middle Eastern state.

As it stands, some Japanese gay couples use adult adoption instead of marriage. One of the men adopts his partner as a son. This gives each some legal protection in the event of any inheritance dispute when the other dies.
