Police on Wednesday continued trying to persuade a gangster holed up in an apartment in Utsunomiya, Tochigi Prefecture, to surrender after he fired shots at investigators.
All residents of the 13-story apartment complex and students at the Utsunomiya Municipal Ichijo Junior High School, situated just in front of the apartment, have been evacuated.
