Look for another place and spread the word among the gaijin community, like you are]we're talking long-term, ingrained scumminess on the walls, fan, floor, that needs a good old-fashioned industrial clean
Most gaijin houses depend on the gaijin to clean them. As far as 'industrial cleaning', most of the time a little elbow work is sufficient. Throw a 'cleaning party'. Be sure to invite lot's of Japanese friends! They get to practice English, see how the animals live, and you get clean walls!

That's pretty bad. It might be the building's regulations, but you can get new ranges for 6,000 yen. Then sell it when you leave the gaijin house.

Make a tenant contract that everyone signs, that the manager must also sign. Make it look official]Oh and by the way, APPLE HOUSE routinely REFUSE to give tenants a copy of the hosing contract...
YOU want a copy of your hosing contract? I try to forget those evenings.. No. In all seriousness, if they have a realitors license, a contract should be given to both parties, from what I uderstand... But TIJ. (This Is Japan)
Hope my brainstorming helped a little..
