Hi all,

Does anyone know the tall, cylindrical, (almost) windowless building near Ikebukuro station is?? From what I saw from the Tokyo Metopolitan Government Building in Sinjuku there are plenty of similar buildings scattered around Tokyo and out in the suburbs (well, in Saitama at least) you occasionally come across what looks like an air traffic control tower, though there is no airport in the area. These buildings don't seem to be communication towers since there are no (very few) antennas on the outside? Any ideas??

....the tower of the world's tallest incinerator in Toshima Ward's Kami-Ikebukuro district... proclaiming Tokyo the world's "dioxin capital."
