get- together?

Today I heard from a professor for architecture, that the Japanese government was fearing revolting students in the late 70ies and redesigned and regrouped the Tokyo park benches in a way they couldn't be used for a get- together.
I only know the benches in Ueno, but those are strange- divided by an armrest, what makes them a single seat double bench.
