i agree that it's likely too clean for china and is very obviously not japan. just from net searches, the licence plate on the police van seems to be the wrong proportions for taiwan. how did you rule it out?

Yeah. My first thought was that it is Hong Kong due to the English signage.

I did because the layout of the police car doesn't match the standard Taiwanese layout, and that moped and bikes just scream "China": nearly everyone who doesn't own a car in Taiwan owns a scooter and not a moped like that. I am sort of hoping this is a clear day in a fairly newly developed part of a Chinese city. It can't be HK because the building is too low to be that new.

I agree about the building looking really new and small for Hong Kong, but the license plate does look like it's from HK.

Mea culpa on that one. I didn't pay close enough attention to the thumbnail before I posted it but it's clear from the larger image that it certainly doesn't qualify as "Random Nihonjin". Thanks for the informed speculation about which country it might actually be.
