I got these population & crime stats from GOJ website

The 2002 crime rate/pref was matched with 2003 population/pref (I couldnt find the 2002 population or 2003 crime rate). This probably wouldnt make too much difference I dont think, unless the crime rates decreased dramatically.

I tried to paste it in 'excel' format but failed, oh well.

Also, Gaijin are 3 times more likely to commit crime (NOT including VISA violations) than the Japanese.
