As I recall after the Tokyo Subway attack AUM called in their buddies in the Yakuza to carry out the assassination of a senior cult member Hideo Muraiwho was about to squeal.
The attack on the police chief was likely the same situation. Since it is an unwritten rule that the Yakuza do not attack the police if the cop leave the yaks alone. Therefore ono one is likely to talk.
