Do you notice how Morita does not mention anything about the creation of Narita. The fact that after it was built, the former governor, some low level bureaucrats and a couple of businessmen were tried an convicted for fraud and bribery on charges stemming from the plan to construct and move the airport to Narita. Several of them went directly to jail without passing Go and collecting 200 yen. It was all pretty well swept under the carpet by the media as more fun was had covering the anti-airport demos. If I'm not mistaken, it was pretty well established during the case and trial that the original plan was simply to make money and had nothing to do with constructing an "environmentally safe airport away from the city", the theme which they used to sell the plan...
