Reports of child abuse up 20-fold in decade

Police reported abuse cases involving a record 21,603 children to child consultation centers last year, up 31.8 percent from a year earlier and marking a 20-fold increase over a decade, the National Police Agency said Thursday.

Not to be overly skeptical but I'm just curious where the "goalposts" are set. (too lazy to read the article) If the laws on what are considered child abuse expand then yea 30 ish percent increase isn't surprising and would actually be a small increase really.

My old man would be locked away for life today for what would be considered household discipline 30 years ago.

Doesn't sound like the goalposts were moved, just more spectators to yell at the refs.

Police reported abuse cases involving a record 21,603 children to child consultation centers last year


The police made arrests and took other law-enforcement steps in 467 cases, down five from the previous year but still the second-highest on record.


2.16% arrest rate on reported abuse cases. If you take out the half that were mental abuse, that's still about a 4% arrest (not conviction) rate. I wonder if Japan is trying to knock the US off it's child abuse record pedestal. (or maybe just discourage reporting?)

The cases involved 475 children, 25 of whom died, a record low, according to the agency.

The goalposts were moved or kids are being taught what abuse is and being encouraged to report it.

Would imprisoning them stop other people committing similar crimes? I don't think that anyone who does this sort of thing thinks "I have a strange desire to pour boiling water over my infant child, but if I get caught I might be sent to prison so I will suppress that urge." Seriously. These urges overpower any rational thought like that.
Would imprisoning them help them deal with these urges? Not at all, they need help.
Will they be helped by psychological counselling? To be successful, the patient needs to be on board with the program, and that on-board state is not something that can be imposed by judicial order.

It really is very very difficult to know what to do to solve this problem.

In the end, imprisonment has only one successful outcome out of the potential outcomes.
It does not reduce risk (because there is no risk to others)
It does not prevent others committing similar crimes (because those who commit these crimes are beyond that level of rationality)
It does not rehabilitate the criminals
It only satisfies society's bloodlust for revenge.

I'm not entirely sure that one out of four, especially that particular one out of four, is enough reason to imprison, and especially not lifetime incarceration.

I also wonder what the purpose of media reporting of these incidents is: I do not learn anything from these reports to warn me about dangers around me. I do not know the participants, and if I did I am sure I would find out the information eventually without the intercession of the media. Once again, all that the media achieves by reporting this is satisfying society's bloodlust for scandal and controversy. You will forget about this in a week's time anyway.

It is also difficult to judge whether a girl who looks like she did in the photos is having a bad day or a bad life, without access to more information. It is all so difficult.

But at least our bloodlust is satisfied, if only momentarily.

What I find a bit striking is that there is no apparent outcry over the failure of the authorities to notice what was happening and to intervene. In similar and very distressing cases in the UK there was a demand from the public that the police, schools, healthcare workers and other people entrusted with child protection do better and detect cases like this. Whether there has or has not been an improvement is of course arguable at best. But still, at least the debate was had and the investigations into how it slipped through the net were carried out.

I agree that wreaking vengeance on the perpetrators isn't really going to achieve anything. People who may be tempted to do this kind of thing need to fear the certainty of detection and children at such horrific risk need to be taken out of that situation immediately when it is so detected.

Punishment in many criminal cases is difficult - drug offenses, for example. The entire thing about this is that it depends on their mental states. As hard as it may be, normal and healthy people can do fucked up shit (such as how huge parts of Europe participated in the Holocaust - or how the friend who took pictures in November didn't do a thing).

At least sending them to prison will (hopefully) prevent them from procreating again.

I'd like to know what the friend (who took the pictures in November) did - clearly the friend suspected something was wrong. It is entirely possible that nobody in the government knew about Hazuki.

Possibly, but it's very unlikely a child can exist entirely off the record surely. Child benefit payments, if nothing else, mitigate against that.

It seems to me that when a case like this occurs there should be a certain sense that we have all failed, as a society, to protect the most vulnerable. Of course I have no sympathy for the people who did it but it seems to me there is a wider issue that needs addressing if there isn't to be a repetition.

I'm curious about the friend too but haven't found any details beyond he or she took those pictures. The cops had been called before according to this article but didn't suspect anything was up.

Police also revealed that they had been summoned by neighbors on two occasions last June and July after residents had witnessed the children locked outside the house. At the time, however, police found no signs of abuse on either child and no reports were made to the local child consultation centers.
