Maybe Havill can chime in but why the hell do yochien need to know what appears on a childs koseki? The limited info Juminhyo I accidentally selected the other day seems to be enough to transfer the title of my sanrin tochi to my name.

I don't know how they do it in California but I do know that you needed a birth certificate to enrol in the education system back when I used to be cute. I have heard more than a few stories about that being the first time the record is seen after the birth of the little darling, and seeing the spelling errors which had been overlooked in the joy of the blessed event. A friend's mother Coral was Carol until she was five...

because daycare premium is based on the parent's salary. If there are two people, that is two sources of income that they tax for the premium.
Also, if the child is from a single mother and the koseki says different, she loses a lot of benefits and also her priority in public funding/daycare/other free shit.

I have heard enough of Koseki/Juminhyo checking that it perhaps used to be truer than not, but the newer raft of Dowa laws were apparently quite effective. The real problem is that a given address is more than enough to suggest membership in an archaic caste if the reader knows that city. I can do it for Kyoto and I moved there when I was already 30. If you're from Takahara or Matsuno (not real examples, btw), everybody that cares know what your ancestors used to do for a living. One nice thing is the new crowd (under 40) seem to genuinely not give a shiite. I find the squishy relativism a touch cloying but they're moving forwards, one step at a time.
