My guess was some sort of shitty attempt to lidar scan US military installations....in which case I hope the CIA was proactive in getting some custom cut lead plates installed in the base to spell out "XI JINPING DONKEY FUCKER" in Chinese...驴混操习近平

You're right on it being seen but it was only caught over that observatory. I think it's likely the entire state was scanned but it simply wasn't visible.
