I have seen tehm in tokorozawa. The do F### all. Really the huddle together and just walk up the street. The main street Then they stand outside the Train station gates for a 1/2 and hour. Right beside the koban. Oh WOW.
The wont even break up and go down streets that are known for sordid behavior. Even the nanpashi could give a shit. They dont even give a shit about the police.
I cant stand this kind of "comunity" activity. Just walk up to these people and start shouting abuse at them 3/4's of them weill be pissing themselves trying the get the braver ones to takle the abuser.
No matter how hard somebody looks. It does not mean squat. I worked in GAME in the UK for a while. There was a 10 year old shoplifter. The security guard, a heavy built guy, shaven head and all. The guard follows the 10 year old around. The boy was having none of it turned around started shouting at the guard. The guard was actualy shaking, I couldnt belive it. I just walked over got the 10 yo by the arm and marched him outside the shopping center. I told the boy outside the shop that I was giving him a chance, he chould come back into the shop and if he behaved responsibly I would even give him a staff discount (20%) and free things. But if he ever does anything to annoy me again he would be sorry. It worked the boy actualy bought stuff.(he and his friends were some of the worst shop lifters) But I got so much shit from my manager over the discounts. I didnt care because I was actualy saving the company money and stopping shoplifting.
Back on topic. These kind of organisations are often made up of people with insecurities attack their insecurities and they fall apart. In this case they probably afraid of confrontation that is why they are in a group. So give them confrontation.
BTW I am by no means a bad guy, I lived in a couple of rough areas and have seen how rough guys manipulate people. I personaly despise it but if i am ever stuck in a situation I know how to stand up for myself.

I guess all us Tokyo FGs have nodded to Keiji Oda in Roppongi once are twice. They work in pairs and wear wireless headsets to mumble importantly to each other (about where to suck raimen and beer at the end of a night's "recon").
Here in Yokohama Chinatown I've had a longish talk with "Axel" Chin the leader during the the GA's crowd control for Chinese New Years. They were earnest which bunch better than most Japanese young people. He more or less said it's just a "Neighborhood Watch" program...hats with an attitude. He's got his father's old ramen van repainted dark GA red and cruises when the noodle shop ain't too busy. Most GA guys consider it a dojo with community outreach.---not a bad idea when ya think about it.
