Korea Gives Voting Rights to PR Gaijin - Japan To Follow

(My translation)
From June South Korea granted sufferage rights to all foreigners with permanent residency over the age of 19 and having had P.R. for at least 3 years. They are excluded from voting in Presidential and Parlimentary elections. This will effect about 10,000 foreigners with P.R. in Korea, mostly Chinese nationals but some Japanese as well. The reason for the passage of this legislation is to give Koreans in Japan voting rights. This agreement was made in 1998 with the Kim Dae Jong administration and the government of Japan and previous administrations.

Note: I didn't find anything in the English news and this appeared in our local newspaper print edition today. Thought it was important.

How common is it for a country to give voting rights to non-citizens? Anyone know?

That is interesting! I know the US is pretty strict on issues like this when it comes to voting and holding office. Although, if one is naturized it solves all except the presidency. You must be born in the US and hold citizenship by that right to become President. So unfortunately, by being a naturalized US citizen, the Governator could not run for the position.

I can't think of any countries that do allow non-citizens the right to vote. If there are, I would guess it would only be a few and then limited to local elections.

This is essentially what the K people are doing, but then I wouldn't be surprised if they also did away with permenant residency at the same time. They can be very much like the J people when it comes to FGs.
