There was once a violent customer at a bar I frequent. The police were only 100 meters away, but they showed up half an hour later when the guy had already gotten away.

My local koban is always vacant and only has a phone that is linked to the main HQ in case there is a real emergency. Useless.. I know.. because the cops are out busy stopping bicyclists to check the registration tags.
