Well with the government selling large stockpiles of it to its citizens after the end of WWII it doesn't surprise me. He has probably been hooked on it for years.

It says in the article that he his been and addict for 20 years or more. I really doubt he has been addicted since WW2 as 60 years of meth abuse is bit much for any body to endure. Wonder how many fingers he has?;)
